Katoomba XI: Catalyzing Payments for Ecosystem Services in Africa

In Africa, there is growing potential for markets and payments for the ecosystem services (PES), including deals related to carbon sequestration, biodiversity conservation and watershed protection. These emerging markets and payments have the potential to encourage sustainable land management, conserve biodiversity and improve rural livelihoods throughout the continent.

Today, however, PES in Africa occurs on an ad hoc basis and primarily as small-scale pilot projects. Information gaps, lack of capacity to design and manage projects and the absence of institutions to support on-the-ground implementation have largely hindered efforts to scale up.

The East and Southern Africa Katoomba Groups regional conference aims to address these impediments by providing a forum to deepen and develop a shared understanding of PES in the region. The gathering also seeks to strengthen Governments role as supporters of PES and creators of an enabling environment for private sector investment in PES. In addition, the meeting will launch the East & Southern Africa Katoomba Group Network, with a view to stimulating and nurturing the development of markets for environmental services through ongoing information exchange and capacity building.

The conference builds on a similar gathering held in Uganda in September 2005 which brought together more than 70 experts from eastern and southern Africa, Europe, North America and Australia. The meeting in Uganda demonstrated that African countries have become increasingly interested in market-based conservation strategies such as payments for ecosystem services (PES) over recent years and a number of projects have emerged.

The 2006 meeting will be the second gathering of the Katoomba Group in the East and Southern African region. This event will bring together representatives from African and international NGOs, private business and industry associations, the rural development community, as well as political leaders interested in spurring the growth of environmental markets. During the meeting, participants will be exposed to and informed about some of the challenges and lessons learned from examples of environmental markets around the world and in Africa. While the focus is on East and Southern Africa, examples and speakers will be drawn from international and national initiatives.

We look forward to a fruitful discussion on how to scale up PES in East and Southern Africa and how to shape a vibrant regional Katoomba Group network.

Come join a group of influential PES innovators and practitioners seeking to spur the growth of environmental markets throughout Tropical America. At this first regional meeting of the Tropical America Katoomba Group, we build on years of International Katoomba Group experiences and aim to create a platform for active and direct learning about PES, while stimulating efficient and equitable development of ecosystem service markets in the Amazon region and other ecosystems in Brazil. Who Will Own the Forest? 3

Forestry companies are selling their timberland throughout the United States and the world, in response to increasing pressure for shareholder return, competition in the global market place and consolidation in the industry. There are huge ramifications for not only the forest products industry but also forest management, biodiversity, forest integrity and forest-dependent communities.

Exploring these issues has become a regular event at the World Forestry Center in Portland, Oregon, where the “Who Will Own the Forest?” Summit series runs every other year. This year forest industry analysts, timber investment organizations, forestry leaders, land management communities and conservation groups are all expected to attend.

Wetlands 2006 International Symposium

Southern Forest Carbon Sequestration Conference

The Southern Forest Research Partnership (SFRP) and USFS Southern Research Station are hosting a workshop on the critical processes and properties regulating carbon cycling in southern forests. The goal of this workshop is to bring together scientists from diverse fields to assess the current state of knowledge of the important processes regulating carbon cycling and sequestration in southern forest ecosystems. Of particular interest are the analytical methods, instrumentation, and experimental approaches needed to quantify these critical processes. The output from these discussions should identify important research needs, new experimental approaches, and generate collaborative research efforts that will advance carbon-cycling science in southern forest.

Ecosystem Services: Developing Products and Markets

An International Workshop on Ecosystem Service Payments entitled “Ecosystem Services: Developing Products and Markets” will take place in Queretaro, Mexico on May 25th and 26th, in coordination with the Sierra Gorda Biosphere Reserve and Katoomba Group member Martha Ruiz Corzo. Over 80 Protected Area Managers and related parties from across Mexico will be in attendance. Key experts from the International Katoomba Group and Forest Trends will make presentations addressing how Biodiversity offsets, Water and Carbon payments can be leveraged by Protected Area managers in Mexico for all ecosystem types. Experts from the National Ecology Institute, the National Forestry Commission, and practitioners from PES projects in the country will provide input related to the state of Ecosystem Services in Mexico. The new Spanish version of the Ecosystem Marketplace will be presented at this event.

2nd National Water Quality Trading Conference

The U.S. Enivronmental Protection Agency and U.S. Department of Agriculture will host the 2nd National Water Quality Trading Conference, 23-25 May 2006, including a one-day optional background workshop on 22 May. Goals include the development of water quality trading programs at the watershed level, including increased development of agricultural water quality markets, and focus on voluntary, market-based approach to cleaner water. The conference will also discuss the USDA National
Policy on Market-Based Environmental Stewardship.
