Introduction:
Programmatic CDM is an instrument that aids funding and structuring umbrella programs to reduce greenhouse gas emissions in developing countries. This course provides project developers, carbon market agents, development practitioners and government agencies with essential knowledge on climate change and carbon finance. It helps to better understand the opportunities and challenges of the Programmatic CDM and illustrates how Programmatic CDM can be used as a tool for catalyzing low carbon development. The course builds on the experience of   the World Bank Group and   strategic partners such as the German Development Bank (KfW) and the United Nations Environment Program. It is delivered in 3 modules which take about 8 hours to complete.

•       Understand the rules, structure and program development cycle  
•       Understand the key roles and responsibilities of the coordinating / managing entity (CME)  
•       Identify suitable business models for PoA implementation across different sectors

This comprehensive week-long training for federal and state regulators who serve on mitigation bank and in-lieu fee program Interagency Review Teams (IRTs) will:

  • Provide IRT’s with a thorough grounding in the relevant federal policy guiding the review, establishment, and management of mitigation banks and in-lieu fee programs.
  • Build IRT expertise at both the individual and team level. These skills will be developed through a combination of both presentations and exercises that rely upon existing federal policies, case studies of existing interagency review efforts, and hearing from experienced members of interagency review teams. IRT’s will leave with solid expertise on how to effectively and efficiently review and oversee the establishment and operation of mitigation banks and in-lieu fee programs.

In sum, this course will marry the technical knowledge upon which environmentally sound decisions are made with the leadership skills necessary for achieving effective decision-making.

Target Audience:

2011 Yale Conservation Finance Camp

The 5th annual Yale Conservation Finance Camp will be held at Yale University. The course offers the latest information on a wide range of innovative conservation finance tools, including new sources of philanthropic funds, public capital and private investment, as well as a framework for analyzing and packaging them. The camp is focused on useful, hands-on tools for conservation practitioners and board members, foundation leaders, private investors and graduate students. What’s the Everglades Worth to You?

The Everglades Foundation, the Conservancy of Southwest Florida and

Hodges University will co-host a panel discussion called “What’s the Everglades Worth to You?” to highlight the financial value of restoring America’s Everglades ecosystem. Mather Economics Principal Investigator Bobby McCormick, Ph.D., will present results of his firm’s research, which projects that restoration will generate $4 in economic benefits for every one dollar invested in restoration projects. In addition, an increase in economic benefits of approximately $46.5 billion ranging up to $123.9 billion could be realized based on an investment of $11.5 billion.

International climate change agreements emphasize sustaining carbon sequestration by global forests. At the same time, climate change and increased fire challenge the ability to sustainably manage those forests. The Earth’s forests, and other terrestrial biomes, have been sequestering carbon and evolving with climate change and fire for ~420 million years of Earth history. Records from ice cores, tree rings, charcoal sediments and other paleo data sources show climate, carbon flux, and fire to be strongly correlated over geologic time.   Humans have increasingly shaped global forest ecosystem evolution over the past 8,000 years, frequently through the use of fire. Maintaining the contribution of forests to global carbon cycles is one of seven criteria for Sustainable Forest Management (SFM) developed in accordance with  1992 Earth Summit guidance.

 With a quadrupling of pre-industrial atmospheric CO2 concentrations likely by 2100 under business as usual scenarios, the urgency for both enhancing forest carbon sequestration and for sustainably managing our forests while adapting to climate change is clear. But what approaches should we take? What do Earth history and current science offer as guidance for managing the forest component of our planet in the 21st Century?

Dr. Sommers will brief summarize historical and current conditions of global forests relating to carbon, climate, and fire. Dr. Brown will then describe the science for estimating the carbon dynamics of tropical forest degradation that can be used as the basis for developing baseline and monitoring methodologies for forest-carbon projects. She will provide a first person expert viewpoint on how forest carbon issues have been addressed via REDD+ in international negotiations. Dr. Cleaves will then address how these challenges are being addressed at the Federal level by an agency with lead responsibility for all of our Nations forests, and a major role in science, technical assistance, international support, and fire management. He will provide insights on adaptation approaches to climate change, the role of risk management, and the budgetary and other impacts of increasing fire activity.

This session is part of the “Managing the Planet” dialogues — developed jointly by George Mason University and the Wilson Center’s Environmental Change and Security Program and Brazil Institute.

ABOUT THE REGIONAL GREENHOUSE GAS INITIATIVE

The 10 Northeast and Mid-Atlantic states participating in RGGI (Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New Hampshire, New York, Rhode Island and Vermont) have implemented the first market-based, mandatory cap-and-trade program in the U.S. to reduce greenhouse gas emissions. Power sector CO2 emissions are capped at 188 million short tons per year through 2014. The cap will then be reduced by 2.5 percent in each of the four years 2015 through 2018, for a total reduction of 10 percent.

A CO2 allowance represents a limited authorization to emit one ton of CO2, as issued by a respective participating state. A regulated power plant must hold CO2 allowances equal to its emissions to demonstrate compliance at the end of each three-year control period. The first control period for fossil fuel-fired electric generators under each state’s CO2 Budget Trading Program took effect on January 1, 2009 and extends through December 31, 2011. Allowances issued by any participating state are usable across all state programs, so that the ten individual state CO2 Budget Trading Programs, in aggregate, form one regional compliance market for CO2 emissions. As the EPA forges ahead with regulation of carbon dioxide and its “greenhouse gas”  (GHG) equivalents under the Clean Air Act (through the issuance of its BACT guidance  and a focus on fossil-fuel-fired electricity generators), this webinar will explore the

Key elements regarding how the program will treat imports of energy and  interstate competition have yet to be worked out. The first NCER, held in Orlando, FL (2004) with over 900 restoration practitioners participating, lead to successful conferences in Kansas City, MO (2007) and Los Angeles, CA (2009).
