This handbook describes safe harbor agreements and the way in which they work. It aims to help you decide if a safe harbor agreement makes sense for your land. Safe harbor agreements aren't appropriate in every situation. Nor, as this handbook will explain, will they solve every problem faced by landowners whose property is home to endangered species. But they can solve some important ones and, in doing so, assure landowners that their continued stewardship won't lead to land-use restrictions.
