Team Leader, Agricultural Waste Management

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+ (Reducing Emissions from Deforestation and Forest Degradation).
 
SNV Vietnam is currently seeking a Team Leader for the Low Carbon Agricultural Support Project (LCASP) implemented by the Ministry of Agriculture and Rural Development and 10 provinces of Vietnam. The Asian Development Bank and the Government of Vietnam support the project. Project implementation is expected to last until December 2018. The overall objective of the Project is to reduce air, water and soil pollution by supporting Climate Smart Agricultural Waste Management Practices (CSAWMP), with emphasis on treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies. A long-term contribution will be made towards sustainable economic growth, self-reliance and the fight against poverty in Vietnam.
 
We are looking for a dynamic and highly motivated candidate to fill in the position.
 
Responsibilities
 
Project Management
 
  • Guide the Team and assume responsibility for its overall performance
  • Advice and assist the M&E specialist with the development and implementation of the Project Performance Management System (PPMS) Develop and update the detailed implementation plan for project implementation
  • Prepare the work plan for the Team
  • Prepare the annual work plans and budgets
  • Prepare and submit the necessary project documents to the ADB and maintain donor relations
  • Advise and assist in procurement of goods and services according to ADB procedures and guidelines
Technical support
 
  • Advise on the design of a website for the LASCP, and assist with its implementation
  • Review business models and feasibility studies prepared by technical consultants for Biogas Value Chains (BVCM), and for CSAWMP
  • Identify and analyze financial and economic issues for the project, determining optimum solutions for the reduction of GHG.
  • Advise and assist on the development of the policy and institutional framework for implementation and monitoring of BVCM, CSAWMP, good agricultural practices, standards, certification, and inspection funded by the Project.
  • Prepare and update guidelines for BVCM, CSAWMP, and other supporting investments funded by the Project
Candidate profile
 
  • Relevant university degree in agriculture, management or another relevant discipline.
  • At least 10 years’ experience in project implementation management in a developing country, and management of a diverse team of consultants.
  • Experience with the implementation of ODA funded projects, preferably ADB projects.
  • Experience with agricultural waste management, formulation of business plans and feasibility studies related to agricultural waste management.
  • Excellent reporting and interpersonal communication skills in English, communication skills.
  • Preferably significant familiarity with commercial agriculture and biogas in Vietnam.
Contract duration: 1 year initially
 
Desired start date: Subject to donor approval
