The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol through a range of activities, including substantive and organizational support to meetings of the Parties.
The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the Kyoto Protocol mechanisms, the Clean Development Mechanism (CDM) and Joint Implementation (JI). The Process Management unit coordinates the implementation of work programmes of constituted bodies and their panels and working groups and SDM inputs to, and support of, intergovernmental bodies.
Under the direct supervision of the Programme Officer and the general guidance of the Team Lead, CDM Registry and Database, the incumbent .
She/he provides guidance and clarifications to external stakeholders. In particular the incumbent:
1. Maintains the information system workflows on CDM registry related matters; processes or approves the issuance of units and requests for transfer of units while ensuring compliance with all related procedures, regulations and directives; approves changes to the register of Focal Point entities, Project Participant entities and their representatives; ensures data quality and consistency amongst various sub-databases containing entity related data, ensures protection of sensitive information and prevents exposure to operational risks; analyzes work processes and proposes options to optimize them through improving the information system workflows and operational procedures;
2. Provides support to and undertakes outreach activities, including substantive inputs related to the UNFCCC CDM web site using intranet/internet resources (including HTML and PDF software) by:
– Preparing replies to questions and correspondence relating to CDM registry matters,
– Preparing and implementing visual, tabular and textual materials and making them available on the web site;
– Preparing presentations and speaking notes for meetings, workshops and seminars;
– Making presentations on assigned topics/activities;
3. Analyzes and evaluates specific requests for information on the CDM registry operations by stakeholders (private sector and Government agencies) and the public. Provides specialized advice and prepares responses to internal and external requests, in particular those of a complex nature;
4. Assists in the coordination and substantive preparation of meetings of the CDM Executive Board which includes the preparation of regular monthly and ad hoc reports on CDM registry activities;
5. Performs other special assignments, as required.
• First level university degree (Bachelor or equivalent) in economics, accounting, financial management, business administration, law or a related discipline. Formal training in accounting, financial management and/or financial reporting is an asset.
• At least three (3) years of relevant experience in the area of accounting, financial management, financial reporting, business administration, commercial law and/or financial and legal services. One year should have been at international level. Work experience relating to the CDM process is an asset.
• Strong skills in the use of databases, word processing, spreadsheet applications as well as organizational and administrative skills.
• Strong analytical, research and communication skills (written and oral) that includes the ability to draft procedures, guidelines and rulings.
• Fluency in written and spoken English is required. Knowledge of another UN official language is desirable.
