After an introductory session on offsets, this one day conference will focus on how to create incentives that will encourage developers to pursue biodiversity offsets. The U.S. Enivronmental Protection Agency and U.S. Department of Agriculture will host the 2nd National Water Quality Trading Conference, 23-25 May 2006, including a one-day optional background workshop on 22 May. Goals include the development of water quality trading programs at the watershed level, including increased development of agricultural water quality markets, and focus on voluntary, market-based approach to cleaner water. The conference will also discuss the USDA National
Policy on Market-Based Environmental Stewardship.

The main theme of the 4th World Water Congress will be "local actions for global challenge." The Environmental Credits Workshop will be used to study and discuss the challenges that arise when market-based mechanisms are used to encourage changes in practices on the land in order to achieve environmental goals. The workshop is jointly sponsored by Texas A&M University, Environmental Defense, and The Environmental Trading Network, with funding from USEPA.
