The International Institute for Environment and Development (IIED) is a policy research organisation that provides expertise and leadership in researching and achieving sustainable development at local, national, regional and global levels. In alliance with others, we are helping to tackle the biggest issues of our times - from climate change and cities to the pressures on natural resources and the forces shaping global markets.
The Climate Change Group aims to build partnerships and capacity, and support wise decision-making for a fair global climate change regime, and to promote adaptation by low and middle-income countries. Examples of its current areas of work include:
1. Working with developing country governments on planning, funding and assessing the effectiveness of climate adaptation policies and programmes.
2. Working with international negotiators from the Least Developed Countries (LDCs) as part of the European Capacity Building Initiative http://www.eurocapacity.org/index.shtml. The Group runs the workshop programme.
3. Working with non-government organisations (NGOs) in LDCs under the Capacity Strengthening in the LDCs on Adaptation to Climate Change (CLACC) programme www.clacc.net.
4. Working with community groups and development practitioners on Community Based Adaptation (CBA) to climate change, for example by organising International Workshops on CBA, such as that held in Hanoi in April 2012.
Outreach through various IIED publications including the Climate Change Working Paper series, the Reflect & Acts etc. and other publications.
Under the Team Leader’s supervision the post holder will:
1. Contribute to delivering the Objective “Supporting public policy for delivering climate resilient development outcomes for the most poor” by assisting in action-research, technical capacity development and policy influencing activities.
2. Develop country cases (e.g. on Nepal and Bangladesh) for a seven year deliberative enquiry and evaluation process to identify high impact interventions and investments for climate resilient livelihoods and ecosystems across South Asia.
3. Provide inputs to action-research on theories of change on why and how countries choose to take action on climate change - particularly with regards to the low emissions development agenda. This will require collating empiric evidence on the design and implementation of climate change responses by different stakeholders (e.g. governments, development partners, private enterprise etc.) and identifying causal links and decision pathways. This work will be carried out in divergent developing countries of Africa and South Asia.
4. Under the guidance of the Principal Researcher – the political economy of national climate change responses, work collaboratively to deliver action-research on the political economy of achieving better development impacts through the Climate Investment Funds (CIFs) programmes. Assessments will centre on the poverty reducing effects of, particularly, the low carbon transition and transformation support of the CIF programmes, i.e. Scaling up Renewable Energy Program (SREP) and Clean Technology Fund (CTF). Work will be carried out in three countries in sub-Saharan Africa and South Asia.
5. Provide support to the monitoring and evaluation component of the Action Research on Climate Adaptation in Bangladesh project (ARCAB).
6. Assist colleagues in the Climate Change Group with: project management, donor reporting, event organisation, staff supervision and the writing of funding proposals and grant applications.
7. Participate in organisation-wide or cross-group projects or working groups.
Contribute to the overall objectives of the Climate Change Group and the IIED.
• Postgraduate qualification in social science and/or economics
• Expertise in evaluative methodologies applied to aspects of climate change responses in developing countries
• Demonstrable experience in undertaking M&E using a range of approaches including participatory M&E as part of action research
• Demonstrable experience in research for advocacy – meta-analysis, literature review, report preparation, non-technical communications etc.
• Good knowledge of the institutional, political and/or economic aspects of climate change mitigation and adaptation and the relations to development
• Strong communication skills to convey complex messages in a clear, concise and effective manner in English
• Experience of writing and editing for a range of audiences including narrative reports, briefing papers, proposals, peer-reviewed journals, and technical and non-technical publications
• Practical work experience in developing countries of South Asia
• Ability to work in innovative, self-motivated and organized ways and able to collaborate with people from diverse background and cultures
• Advanced knowledge of business software (word processing, spreadsheets, presentation software, databases and communications)
• Willingness to travel for up to 4 months per year, normally in one to three-week visits
• In addition to English, able to converse in one or more prevalent languages of South Asia
• Sub-Saharan Africa-related work experience
• Demonstrable capacity of drafting successful funding proposals and liaising with funding agencies
